What can the policy makers do to change education?

The three main political parties are putting together their manifestos for the next general election.   schools are forcing students to take ocr nationals because they bump up their scores in league tables. My son who was academic and who wanted to study politics and history at university was forced to take a vocational qualification. When I asked why, I was quoted that 'the government wanted students to take vocational qualifications'..outrageous i will never vote for the labour party again.
